Resolutions passed by the TESOL membership at the annual business meeting, 1980-2009. Resolutions passed by the membership at the annual business meeting do not become official policy of the association until they are approved by the TESOL Board of Directors.
TESOL International Association Member Resolutions
- TESOL Member Resolution on the Right of Deaf Learners to Acquire Full Proficiency in a Native Signed Language and Written and Spoken Languages (2009)

TESOL shall be proactive in promoting teaching methods and materials that recognize Deaf learners’ right to become proficient in a native signed language and in written or spoken language(s), including English.

The membership of TESOL recommends that TESOL frame its position statements and advocacy efforts with reference to international standards and conventions.
- TESOL Member Resolution in Support of Professional Development Credit for Part-time, Adjunct, and Contingent Faculty (2006)
The membership of TESOL recommends that TESOL support and encourage the establishment of salary schedules for part-time, adjunct, and contingent faculty.
- TESOL Member Resolution on U.S. Visa Issues for International Students and Educators (2005)
The membership of TESOL recommends to the leadership that TESOL work to influence U.S. policy makers and those who implement the policies to enact measures that ensure that all international students and educators are treated with respect and dignity, and to facilitate their opportunities to study in the United States.

The membership of TESOL recommends retired members of TESOL be allowed to vote and be elected to a leadership position.
- TESOL Member Resolution in Support of Campus Equity Week (CEW) and Conference on Contingent Academic Labor (COCAL) (2002)
The membership of TESOL supports Campus Equity Week (CEW), which seeks to draw attention to the unprincipled use of contingent academic labor at all levels of teaching ESOL where regular, tenured, full-time or part-time faculty would be more professionally appropriate.
- TESOL Member Resolution on English Entrance Exams at Schools and Universities (2000)
The membership of TESOL recommends that the Board of Directors address the issues of valid and reliable testing and the use of multiple forms of evaluation for purposes of entrance to schools and universities.
- TESOL Member Resolution Against Discrimination on the Grounds of Nationality (1999)
The membership of TESOL recommends that the Board of Directors address the issue of discrimination against teachers of English on the basis of national origins as it affects the "employment and professional lives of the TESOL membership" (Standards Objectives in the Forward Plan, revised 1999).
- TESOL Member Resolution on Adult Education (1996)
The membership of TESOL recommends that the Board of Directors continue an active advocacy position for nonnative-English-speaking adults by maintaining contact with local, state, and federal legislators and policy makers concerned with all legislation affecting adult learners.
- TESOL Member Resolution to Change the Policy of the National Collegiate Athletic Association (NCAA) on the Core English Requirem (1996)
The membership of TESOL recommends to the NCAA that high school ESOL courses be considered as satisfying "core English" requirements.
- TESOL Member Resolution Against Education Exclusion Acts (1995)
TESOL opposes any legislative action that uses immigration status to deny access to public education to any person residing in the United States when that access is denied contrary to Federal law.
- TESOL Member Resolution in Support of Academic Credit for Secondary ESOL (1995)
TESOL urges all institutions of secondary education to grant credit for ESOL courses, comparable to the credit granted for courses in languages other than English and entry-level mainstream English courses.
- TESOL Member Resolution on Health Benefits for Part-Time Instructors in the United States (1994)
TESOL urges the U.S. Congress and state legislatures to include in any health reform legislation, employer-provided health insurance benefits for all part-time teachers.
- TESOL Member Resolution on United States "Chapter 1" Funding (1993)
TESOL will strongly urge to congressional representatives that states and programs in danger of losing resources under the reallocation of Chapter 1 funds be held harmless through a supplemental appropriation so that services to language minority and other students in these states will not be diminished in either quality or quantity.
- TESOL Member Resolution on United States K-12 Standards (1993)
TESOL will prepare extensive, full developed standards for K-12 ESOL students and will dedicate time and resources to this project to be sure that such standards are of the highest quality and are made available as soon as possible.
- TESOL Member Resolution to Promote AIDS Education, through Content-Based ESOL Instruction (1992)
TESOL will promote the integration of AIDS prevention instruction aimed at ESOL students, their parents, and other adolescents and adults, particularly in communities with high concentrations of people with AIDS into ESOL curriculum.
- TESOL Member Resolution on ESOL Certification, Validation, and Licensure in Public Education (1991)
TESOL advocates high quality teacher preparation programs and certification standards in an effort to strengthen instruction in the teaching of English to speakers of other languages at all educational levels.
- TESOL Member Resolution on Tuition Fee Surcharge to International Students (1988)
TESOL opposes the addition of a tuition fee surcharge applicable only to international students by agencies, institutions, and programs that are connected with the education of international students.
- TESOL Member Resolution on the Use of Part-Time Instructors (1988)
TESOL urges agencies, institutions, and programs that provide ESOL instruction to make new and concerted efforts to eliminate the inappropriate use of part-time instructors. In cases where part-time instructors must be hired, TESOL urges that these instructors be provided with adequate working conditions, salary, benefits and all other privileges accorded to full-time instructors.
- TESOL Member Resolution on Language Rights (1987)
TESOL supports measures that protect the right of all individuals to preserve and foster their linguistic and cultural origins and opposes all measures declaring English the official language of the United States.
- TESOL Member Resolution on Granting Credit for ESL in Institutions of Higher Education (1987)
TESOL recommends to institutions of higher education that they grant credit toward the college/university/postsecondary degree to nonnative-English-speaking students for their study of English as a second or foreign language.
- TESOL Member Resolution on the Reduction of Nuclear Weapons (1984)
TESOL strongly urges countries that are known to have a nuclear capability to freeze and reduce the arms race, promote international security, and develop ways to resolve conflict without war.
- TESOL Member Resolution on the Education of Limited English Proficient Student in the United States (1981)
The president and executive secretary of TESOL should make every effort to have direct input into educational matters that affect limited-English-proficient and nonstandard-English-speaking students.
- TESOL Member Resolution on Part-Time Faculty and Fringe Benefits (1981)
TESOL reccomends that part-time faculty in ESL programs be entitled to fringe benefits in fair proportion to those available to full-time teachers.
- TESOL Member Resolution on Nonstandard English (1981)
TESOL will make every effort to support the appropriate training of teachers of speakers of nonstandard dialects by disseminating information through its established vehicles.
- TESOL Member Resolution on the Needs of Refugee Populations in English-Speaking Countries (1981)
The president of TESOL shall create a special task force for the purpose of supplementing the work of existing bodies in English-speaking countries in the coordination of information regarding the urgent linguistics, cultural, and social needs of refugee populations.
- TESOL Member Resolution on the Need for Qualified Full-Time Teachers (1981)
TESOL recommends that a significant majority of the faculty in any ESL program be full-time employees qualified in teaching ESOL.
- TESOL Member Resolution on Insurance for Part-Time Employment (1980)
TESOL shall make arrangements to provide to members of TESOL who are employed part-time optional health and life insurance.

TESOL commissions in-depth studies of various employment conditions be undertaken by ad hoc committees and that possible solutions be presented in writing to the president at or before the beginning of the 1981 convention.
